Unifying Workforce Operations on Oracle HCM Across Multiple Regions

A multinational bank replaced fragmented regional HR systems with a single Oracle HCM Cloud platform, giving leaders consistent workforce data and giving employees a modern self-service experience.

The challenge

The organization operated across several regulatory jurisdictions, each with its own legacy HR system, local processes and reporting conventions. Workforce data lived in disconnected databases, so a simple question such as total headcount by function required manual consolidation and reconciliation across teams.

Payroll, benefits and talent processes had drifted apart over years of acquisition and regional autonomy. This made it difficult to apply consistent policy, respond to audit requests or give executives a trustworthy view of the global workforce.

Leadership wanted a common platform that respected local compliance while creating one source of truth for people data, without disrupting payroll continuity during the transition.

Our approach

We began with a discovery phase that mapped existing processes region by region, separating genuine regulatory requirements from habits that had hardened into custom logic. This allowed us to design a global process template with controlled local variation rather than a different design for every country.

We defined a phased rollout that prioritized data readiness and payroll continuity. Core HR and employee self-service were established first to create the shared foundation, with talent and advanced reporting layered on in later waves.

Throughout, we worked alongside regional HR leaders so the target design reflected operational reality, which helped build the trust needed for teams to retire long standing local tools.

Implementation

We configured Oracle HCM Cloud around the agreed global template, implementing localization only where regulation or union agreement genuinely required it. Integrations were built to the organization identity provider, finance platform and service desk so the new system fit the existing landscape rather than standing apart from it.

Data migration was treated as a program in its own right. We profiled source data early, established cleansing rules with regional owners and ran repeated mock loads so issues surfaced long before go live.

Each wave included structured testing, parallel payroll verification and role based training, with a hypercare period after every regional cutover to stabilize operations and transfer knowledge to internal teams.

Outcomes

  • Leaders gained a consistent, enterprise wide view of workforce data, which reduced the manual consolidation effort that had previously preceded every board and planning cycle.
  • Employees and managers moved common transactions such as leave, personal data updates and approvals into self-service, easing the administrative load on regional HR teams.
  • Standardized processes and clearer data lineage improved confidence during audit and compliance reviews, since information could be traced to a single authoritative system.
  • The phased delivery protected payroll continuity throughout, so the move to a unified platform did not come at the cost of accurate and on time pay.
